Make sure we have platform buffer underflow stats for all platforms.

Issue description

When moving the APM, we have to make sure we don't introduce more OS glitches, so we need stats. Extending Media.Audio.Render.Glitches to other platforms than Mac might make sense. One thing I don't really like about that stat is that it counts glitches per stream, which is a bit difficult to grasp IMO. A unit like "glitches per minute" or "glitches per 1000 callbacks" feels more intuitive.

Oh, by the way, this is a great small project that is also a blocker for APM experiments.
You're the owner of a Pri-1 M-69 chrome media issue. M-69 is now in beta and will ship to stable in coming weeks. See go/chromeschedule. Please work on resolving your issue ASAP if it needs fixing for the M-69 branch.

Pri-1 means the work is required for the branch. Alternatively, update the milestone to M-70 or remove the milestone and drop the priority to P-3.

Moving to M70. Max is OOO and from the description this is most immediately to support the move of the APM, which is also slated for M70.
