OS: Mac(10.12.6, 10.13.1, 10.13.6, 10.14).
             
Steps to reproduce:
1. Launch chrome, Click on Bookmark-Icon in omni-box.
2. Click on More button on bookmark overlay
3. Observe Edit Bookmark overlay while its loading.

Actual Result:  Slight delay is seen while loading Edit Bookmark overlay.
Expected Result: Edit Bookmark overlay should load without any delay.

This is a regression issue, broken in 'M-69', and below is the bisect provided using per-revision script.
Good Build:69.0.3489.0 (Revision:574446)
Bad Build: 69.0.3491.0 (Revision:575129)

You are probably looking for a change made after 574770 (known good), but no later than 574771 (first known bad).
