OS: Mac(10.12.6, 10.13.1, 10.13.6, 10.14).

Pre-condotion: Sign in into gmail.com and Save password for the same.

What steps will reproduce the problem?
(1) Launch chrome, navigate to gmail.com and then click on Google account icon.
(2) Now clcik on Add account button and click on email id field multiple times.
(3) Observe suggestion drop down for password.

Actual: Suggestion drop down for password is flickering while clicking in email id field.

Expected: Suggestion drop down for password should not flicker while clicking in email id field.

This is a regression issue, broken in 'M68', below is bisect info:

Good Build:68.0.3428.0(Revision:558081)
Bad Build: 68.0.3429.0(Revision:558149)

You are probably looking for a change made after 558128 (known good), but no later than 558129 (first known bad).
