Regression: [MAC]Context menu is not seen as per MacViews flag when enabled.

Issue description

Chrome Version: 69.0.3493.0 (Official Build) Revision 7066e76287893adffd8bbd8c71c369cdc995c0c3-refs/branch-heads/3493@{#1} (32/64-bit)

OS: Mac(10.12.6, 10.13.1, 10.13.6, 10.14).

Pre-Condiiton: Enable 'Use Views browser windows instead of Cocoa' flag from chrome://flags and relaunch the browser.
              
Steps to reproduce:
1. Launch chrome, Right click on NTP and observe the Context menu.

Actual Result:  Context menu is not seen as per MacViews flag.
Expected Result: Context menu should be seen as per MacViews.

This is a regression issue, broken in 'M-69', and below is the bisect provided using per-revision script.
Good Build:69.0.3489.0 (Revision:574446)
Bad Build: 69.0.3491.0 (Revision:575129)

You are probably looking for a change made after 574561 (known good), but no later than 574562 (first known bad).

This is working as intended - the linked CL ("use cocoa context menus for web content") caused MacViews builds to use Cocoa context menus for web content.
