Saved passwords in chrome loads inside incognito

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Save some password of any account in chrome ( I used FLIPKART )

2. Open the site in incognito mode ( I opened flipkart.com )

3. The saved password information appeared there.

What is the expected behavior?
Completely free browsing , all free from the current one ( Expect as a new browser)

What went wrong?
Details(password) saved in chrome normal window appeared in incognito

I think this is working as intended - your saved passwords from non-incognito are available in incognito (we "inherit" some things). +password folks, can you confirm this please?
Hi,

Yes. As shown in the video , the saved passwords from non incognito can used in incognito . And when clicking on the account , it's get logged in to incognito.

It is indeed working as intended -- Chrome will not offer to save passwords in Incognito mode, but will offer to fill on demand (not automatically on load).
