Unable to drag PWA window between titlebar icons

Chrome Version: 69

What steps will reproduce the problem?
(1) Install: watery-shingle.glitch.me
(2) Drag the window near the icons on the right.

What is the expected result?

Dragging should occur when the mouse hasn't activated any highlight.

What happens instead?

Unable to drag, nothing happens.

This appears to work fine for ChromeOS and Windows 10 now. Suspecting https://chromium.googlesource.com/chromium/src/+/e975a3e7a531508aa41248f4ae21a11c7ed667d7 fixed the issue.
