First tabs blue border is hidden under the Tab switcher Menu in tabswitcher mode

Issue description

App Version: 69.0.3493.0 canary
iOS Version: 12 beta 3 only
Device: iPhones, iPads
URL: 

Steps to reproduce:
  1.  Launch chrome canary
  2.  Open 5 new tab pages.
  3.  Tap on “Tab Switcher” button.
  4.  Tap on the first tab.
  5.  Tap on “Tab Switcher” button. 

Observed results:
Notice that part of selected tab (blur border) is hidden under the tabswitcher menu.

Expected results:
Tabs should not be hidden under Tab switcher Menu

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): NA on M67
Bug reproducible on the current beta channel build (App Version, iOS Version): NA on M68

Issue is not fixed.  Checked on the latest chrome canary version 70.0.3518.0 on iPhone 6s plus with iOS 12 beta 6.

It seems like I can only verify this on iOS 12. It might have to do with how this UICollectionView method (which is what sets the selected item in viewWillAppear:) handles the scroll:

[self.collectionView selectItemAtIndexPath:CreateIndexPath(self.selectedIndex)
                                    animated:animated
                              scrollPosition:UICollectionViewScrollPositionTop];
