[MdRefresh] New tab button can be hard to see in Windows 7 with Aero glass

Chrome Version: 69.0.3493.0 (Official Build) canary (64-bit) (cohort: Clang-64)
OS: Win7

What steps will reproduce the problem?
(1) Run Windows 7 with Aero glass.
(2) Have a dark background.
(3) Open Chrome

What is the expected result?

Can easily see the new tab button.

What happens instead?

It can be barely visible under certain circumstances.
