Screen reader does not automatically read dynamic updates during installation of Chrome

Project Member Reported by lprazdnik@google.com, Jul 16

Issue description

Version 69.0.3493.0 (Official Build) canary (64-bit)
Version 69.0.3486.0 (Official Build) dev (64-bit)
JAWS Version 2018.1807.8 ILM
NVDA version 2018.2.1
Windows Version 1709 (OS Build 16299.547)

Steps:
# Launch NVDA or JAWS
# Launch Any of above versions of Chrome
# Navigate to and download any of available chrome installer. Example: https://www.google.com/chrome/browser/canary.html?platform=win64
# Launch the downloaded installer
Expected: screen reader should automatically report the updates during installation, including the progress bar.
Actual: screen reader just reports the first update of the install, such as ‘connecting to the internet”
Notes:
Reproduces with JAWS and NVDA
Reproduces in Canary and Dev
Workaround: use JAWS cursor or NVDA’s object nav commands to obtain the progress of installer
