Cannot disable "Simplified View" feature

Issue description

Steps to reproduce the problem:
1. Enabling "Simplified View" feature in Settings -> Accessibility
2. Open a msn news page. E.g.(https://www.msn.com/en-us/news/us/md-congressional-delegation-seeks-medal-for-slain-capital-gazette-journalist/ar-AAAaDad)
3. Users can see the bottom bar to show simplified view
4. Disable the feature in Settings -> Accessibility and reload the news page

What is the expected behavior?
Expected: There will be NO bottom bar to show simplified view

What went wrong?
Actual behavior: The bottom bar is still there. Basically the users cannot disable the feature

Did this work before? No 

Chrome version: 67.0.3396.99  Channel: stable
OS Version: 
Flash Version: 

I have only repro'ed this issue on a Nexus so far.
Should have something to do with the UA and viewport.
 
Note: the issue has only been repro'ed on Nexus for msn new pages

Tested the issue on Android and observed that no bottom bar to show simplified view after disabling from Settings- Accessibility.

Steps Followed:
1. Launch chrome
2. Go to settings>> Accessibility >> Enable simplified view
3. Go to https://www.msn.com/en-us/news/us/md-congressional-delegation-seeks-medal-for-slain-capital-gazette-journalist/ar-AAAaDad
4. Bottom bar is displayed to see simplified view
5. Go to settings>> Accessibility>> Disable simplified view
6. Reload the page and no bottom bar to show simplified view.

Chrome version:
67.0.3396.96 

OS:
Android 8.1.0

Android Devices:
Nexus 5, Nexus 6P

Build number:
MOB30X

Android devices:
Nexus 7


I just confirmed it's reproducible every time. Maybe it's because the device. Could you try on a Nexus 7? It's on a tablet.

Tested this issue on Android and able to reproduce this issue.

Steps Followed:
1. Launch chrome
2. Navigated to settings>> Accessibility >> Enable simplified view
3. Navigated to https://www.msn.com/en-us/news/us/md-congressional-delegation-seeks-medal-for-slain-capital-gazette-journalist/ar-AAAaDad
4. Bottom bar is displayed to see simplified view
5. Navigated to settings>> Accessibility>> Disable simplified view
6. Reloaded the page and observed see simplified view.


Chrome versions tested:
61.0.3135.0, 67.0.3396.87(Stable), 69.0.3496.0(Canary)

OS:
Android 6.0

Android Devices:
Nexus 7

This seems to be a Non-Regression issue as same behavior is seen from introduction of this feature since M-61. Leaving the issue as Untriaged for further input's on this issue.

+wychen, I saw you were involved in a discussion about the wording of this setting. If this is a non-regression, is it WAI or should there be a way to disable the prompt offering to show a simplified view?

Hey, do you guys have the bandwidth to fix this issue because it will sort of bother users if the accessibility setting doesn't take effect at all?

If you guys don't have the bandwidth, can I take a look and do a fix?  I believe the reason why it's failing to respect the accessibility settings is that we didn't use the variable "excludedMobileFriendly" correctly in the if statement

When the Simplified View accessibility setting is disabled, the expected behavior is that it should prompt Simplified View infobar on non-mobile-friendly articles. Your proposed CL (https://chromium-review.googlesource.com/c/chromium/src/+/1334657) changes the expected behavior.

When opening that page in Nexus 7, the viewport can horizontally scroll, meaning the layout is not mobile-friendly. When emulating other UA string, while keeping the same screen size, it works fine. Looks like it's probably a faulty UA string matching on the web site.

The issue is that we found users complaining the info bar keeps showing up even though they have turned off the feature in the settings.
I don't know the reason behind the behavior that we prompt Simplified View infobar on non-mobile-friendly articles when the setting is disabled. Do we need to adjust it because it seems frustrating to some users?
Yes, non-mobile-friendly web pages are usually very difficult to read on mobile. On tablet, it is more or less OK.

One possibility is to skip non-mobile-friendly pages on tablets.

In parallel, we should suppress this feature if the click through rate is too low. This suppression could be a per-site attribute.
I see. But I still kind of feel like the setting should better be respected, otherwise it's not a good user experience either. 
Or do you think just skipping non-mobile-friendly pages for tablets is better? I could try another CL ~
(for suppressing the feature, I'm not sure about that)
