BSD License for Logitech Conference Cam Devices

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:

What is the expected behavior?

What went wrong?
Given that Logitech is providing the firmwares, the license for those firmwares should also be coming from Logitech. Currently, Logitech firmware ebuilds are using Google-TOS.

Add Logitech BSD license for MeetUp, PTZ Pro, and PTZ Pro 2 firmwares

This CL adds a BSD license for Logitech conference cam devices
License: BSD-Logitech

BUG= chromium:864221 
TEST=emerge ptzpro-firmware (in the case of PTZ Pro device) and check
the license is generated from 'BSD-Logitech'. Then cros deploy ptzpro-firmware
and see if device updates successfully.
