Understand why loading page on 3G is so slow

Issue description

This is a good test case for Breve optimizations for slow pages on 3G networks.

Chrome Version: 69.0.3475.0
OS: Android

What steps will reproduce the problem?
(1) Be in Nairobi on a 3G network (Project Fi in this case, roaming)
(2) Load http://tamarind.co.ke

The loading bar completes quickly but then takes ~11 seconds to show a spinner on the page, and ~24 seconds to paint the page's content. Video attached.

Note that loading this page in Opera Mini is much faster. Also, loading this page via sCASPR (using Chrome flags to force it) is also pretty fast.

There seems to be a problem with (a) the loading speed and (b) the loading bar UI indicator completing too quickly.

I generated a lighthouse report (see attached), which confirm the page is slow. FCP is 2.8s, but TTI is 46 seconds, on a simulated fast 3G network. Most of this seems to be due to an enormous data transfer (almost 15MB).
