Cleanup inspector_protocol after refactorings

- Remove lib/Collections_h.template (empty file)
- Remove the CamelCase .py scripts which forward to under_score .py scripts

In both cases we had to leave these in place for downstream projects (v8, Node.js) but once cleaned up there we can remove the extra files.

Also: Add shebang to convert_protocol_to_json.py.
The Chromium presubmit complains, rightly so.

There's a couple more scripts with underscore but without shebang.
Sort these out...
