Can you clarify what you mean by incremental build?

I assume that incremental install means installing the base module, then adding an optional feature module manually from the development machine. But if you're thinking about something else, please clarify :)

I actually meant to incrementally build and install the base module as we can do it with e.g. chrome_public_apk today. IIUC, we can already build and install individual modules separately in debug mode. Sorry for the confusion :)
