Chrome (mis?) reporting OpenGL 2.0 and failing to run WebGL2 with VMWare driver

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Run Chrome on W7 under VMware on a W10 host. OpenGL Extension Viewer is reporting OpenGL version 3.3 (Core Profile) Mesa 17 on the guest.
2. Check chrome://gpu to see it says GL_VERSION: OpenGL ES 2.0 (ANGLE 2.1.0.702006f4a07e)
3. Try to run webgl2 content or visit webglreport.com

What is the expected behavior?
Chrome should - we think - support WebGL2 under this set setup as OpenGL 3.3 is fully supported. We would expect GL_VERSION to reflect the OpenGL version available on the system rather than reporting 2.0.

What went wrong?
chrome://gpu claims that WebGL2 is hardware accelerated but it doesn't work. It reports GL_VERSION: OpenGL ES 2.0.

WebGL1 works fine. Running Chrome with --use-angle=gl allows WebGL2 to work, but all WebGL falls back to software. Setting #ignore-gpu-blacklist doesn't seem to have an effect.

Unable to reproduce the issue on Win-7 and Win-10 using chrome reported version #67.0.3396.99 and latest canary #69.0.3494.0.

Attached a screen shot for reference.
Observed that Chrome support WebGL2 and GL_VERSION also reflect the OpenGL version available on the system rather than reporting 2.0

As the issue require VMware on a W10 host. Hence, forwarding the issue to inhouse team for further triaging.

Able to reproduce the issue on win7 under vmware using chrome reported version-67.0.3396.99 & latest Canary-70.0.3515.0 as per steps mentioned in C#0.

Observed that chrome://gpu shows WebGL2 is hardware accelerated but it doesn't work & reports GL_VERSION: OpenGL ES 2.0 from M60 builds to latest Canary. 
As it is non regression issue, marking it as Untriaged to get it addressed from dev team.

Sorry, we don't have this configuration in house to test with and don't have the resources to investigate why it's failing to initialize an ES 3.0 context within ANGLE.
