Event.Latency.*.GpuSwap2 performance regression on Windows 50th percentile

Issue description

https://uma.googleplex.com/p/chrome/timeline_v2/?sid=c9d63a46185ce047274b680c10636adb shows almost 100% regression on 50th percentile.

This is the regression range:

More info:
-The regression affects lower percentiles only: I could see it on 25th, 50th, and 75th, but not on 95th.
-The metrics have not regressed on Android.
-The end to end scroll latency metrics are not impacted since Event.Latency.*.GpuSwap2 is a small fraction of the end to end metric.

sadrul@ since you own/have reviewed several cl's from the regression range. Could you please help with triaging the bug to a proper owner?
3821fdf5c54add24d02adef248a311c293ea0bd0 in particular looks suspicious to me.
