touch-action: pan-x pan-y, does not prevent native pinching and zooming the document

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36 Steps to reproduce the problem: 1. Go to http://output.jsbin.com/keyisipedi (I've tested it on a Surface Tablet) 2. Use two fingers to pinch on the blue rectangle (it's quite hard to reproduce but works best on the bottom right edges of the rectangle) Since it's hard to reproduce, here is a video: https://youtu.be/EkutfWJ3Ico What is the expected behavior? The viewport should not zoom in because it should get prevented through `touch-action: pan-x pan-y`. What went wrong? The whole viewport gets zoomed in. Did this work before? N/A Does this work in other browsers? Yes Chrome version: 67.0.3396.99 Channel: stable OS Version: Windows 10 Pro Flash Version: Other browsers to prevent this (Edge/IE11 only because of -no-content-zooming) but Firefox prevents and I wasn't also able to reproduce this on Chrome on Android. There is a similar issue: https://bugs.chromium.org/p/chromium/issues/detail?id=786419#c3 but it only states that this happens after scrolling, which is not the case here.
