Permissions test test-query times out.

This test is now consistently timing out, without reported output.


This was first tracked as part of  bug 711529 , but the rest have all been dealt with.

The test appears to be trying to exercise navigator.permissions.query

Re-enable 2 layout tests

indicates that these tests have been passing iconsistently for a while.
