Issue descriptionChrome Version: 67.0.3396.99 (Official Build) (64-bit) Chrome OS Version: 10575.58.0 (Official Build) stable-channel eve Chrome OS Platform: Pixelbook Network info: Ethernet adapter Steps To Reproduce: (1) Listen to Spotify web player (https://open.spotify.com) (2) SSH using the SSH app (3) Mute the SSH tab (4) Produce a bell in the terminal (i.e. backspace with no input) Expected Result: Music volume stays level Actual Result: Music is ducked as if SSH tab wasn't muted How frequently does this problem reproduce? Always What is the impact to the user, and is there a workaround? If so, what is it? Annoying, no workaround known

This is due to media session. To fix this we'd need to use the muted state to avoid the volume multiplier update for ducking.

I think beccahughes@ has a fix up for review that should fix this. Though, I'm curious to know how you ended up having audio focus enabled in Chrome OS as it's not enabled by default.

#enable-audio-focus is disabled, this doesn't seem to be controlled by that flag.
