Wrong keyboard when focusing on a 'text' form field

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Focus in a 'text' type form field whilst the cursor is currently focused in a 'number' type form field.
2.  The keyboard shown in the "Special Character" keyboard.
3. If you focus in a 'text' type form field from no previous fields you get the default alphanumeric keyboard

What is the expected behavior?
Form fields of type "text" should display the default alphanumeric keyboard, unless specified by the inputmode.

What went wrong?
"Special Character" keyboard is shown by mistake

Did this work before? Yes Android 7

Chrome version: 67.0.3396.99  Channel: stable
OS Version: OS X 10.13.1
Flash Version: 

Test conducted on the following HTML:

Yes mobile as it is the popup keypad that is the issue.

Issue discovered on a Samsung Galaxy S7 running Android 8.0. I have tested this on a Samsung Galaxy S6 running Android 7.0 and the correct keyboard is shown - therefore seems like an issue with Android 8.0

Can't replicate this issue on a Google Pixel running 8.1
It looks like an issue with Samsung keyboard. If change to Gboard the issue is resolved.

As per comment# 3, 5 & 6, this issue seems to be related to Android, hence adding proper OS label to it.

Tested this issue on Android and able to reproduce this issue.

Steps Followed:
1. Launch chrome
2. Navigated to https://codepen.io/johnteh1980/pen/NBroNG
3. Focused in Number field and observed Number keyboard.
4. Focused in text field -- observed special character keyboard
5. clicked outside on page and focused text field -- observed alpha numeric keyboard

Observations: Issue is not seen on selecting Gboard keyboard.

Chrome versions tested:
60.0.3072.0, 67.0.3396.87(Stable), 70.0.3498.0(Canary)

OS:
Android 8.0

Android Devices:
Samsung Galaxy Note 8

This seems to be a Non-Regression issue as same behavior is seen from M-60. Leaving the issue as Untriaged and removing Needs-Bisect label for further input's on this issue.
