Steps to Reproduce:
1. Launch Chrome, right-click on extension icon in omni-box and select 'Option' from context-menu.
2. On navigated page, observe the extension option overlay.

Actual Result: Drop-down box on extension option overlay is not seen properly (and also unable to scroll).
Expected Result: Drop-down box should be seen properly.

Good Build:69.0.3457.0 (Revision:566679)
Bad Build:69.0.3460.0 (Revision:567312)

This is Regression issue broken in M-69 series and below is the per-revision bisect info.

You are probably looking for a change made after 566933 (known good), but no later than 566934 (first known bad).
