ContentTranslateDriver::RegisterPage takes very long on low-end Android

Attached a trace of loading golem.de on a gobo device, where the "(Impl)translate::mojom::ContentTranslateDriver::RegisterPage"
 task on the browser UI thread is particularly slow (~140ms walltime duration, at timestamp 68,049.303 ms).

We should investigate if there's a way to reduce the time this takes or move it off-main-thread somehow.

Saw this again today, with the browser UI thread being blocked for ~475ms (at 30,855.184ms in the attached trace).
