Regression : No effect is seen after changing brightness to low level at Uber Tray

Chrome Version: 69.0.3491.0/10881.0.0 dev channel  Kip, Reks ,Peppy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User ->click on Uber Tray -> Now click directly on left edge of Brightness slide bar and observe Brightness is not decreased i.e. no effect is seen after changing brightness to low level

Note: Also observe slider bob moves to edge point whereas in 69.0.3480.0/10847.0.0 slider bob will not move to edge point
(Please refer Video and Screenshot)

Expected: Brightness should get decreased i.e.effect should be seen after changing brightness to low level
Actual: Instead no effect is seen after changing brightness to low level

This is Regression Issue as same is working fine on 69.0.3480.0/10847.0.0 dev-channel Reks

When the slider knob is at the left edge of the slider, the brightness level should become 0. But, the brightness is still the same when we move the slider directly to the left edge. Hence, re-opening the issue. Please confirm the behavior.

No, it shouldn't. We ignores brightness change to 0 by mouse / touch, because if we changes the level to 0, the user can no longer find the slider position on the screen. From keyboard buttons, we don't have this problem so we support brightness change to 0.
