window draw device factor still 1.25

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. launch latest chrome
2. open any website
3. huge page shown 

What is the expected behavior?
Normal size webpage as setting zoom to 80%

What went wrong?
Why open webpage at latest chrome not shown normal size webpage. The super huge UI always displays. I found this issue is closed as the following link, but why I still can reproduce this issue  on latest chrome? Pls~~~Help~~~Me~~Out ~~~

Unable to reproduce the issue on chrome reported version# 67.0.3396.99 using Windows-7 with steps mentioned below:
1) Launched chrome reported version and navigated to some websites
2) Able to see the webpage UI in normal format with page zoom to 100%

Because of monitor dpi, so that chrome is setting zoom in/out by window's setting.
After change monitor dpi to 100%, everything looks normal. 
Is there any way to find out zoom in/out ratio for css transform scale normally?
