Executing bat file via Chrome

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
How to run a local bat file on a js button click using Chrome browser ? 

What is the expected behavior?
'window.open('file:///C:/Test/Test.bat' - Opens the bat file contents in a new tab instead of executing the file. It works fine in IE browser. Please suggest how to achieve this in chrome without using any plugins. 

What went wrong?

Sounds like a huge security hole - there are lots of bat files in Windows at preset known locations that can do harmful things for hundreds of millions of people who aren't experts on Windows internals even if Chrome would display a warning. I guess IE supports this terrible feature only for legacy reasons, like for ancient corporate software that [ab]used the way IE integrates with the Windows OS.

For security reasons, Chrome will never support executing .bat file
(among others, like .exe) directly.
