This version breaks svg vector-effect: non-scaling-stroke

Issue description

Chrome Version       : 67.0.3396.99 (Official Build) (64-bit) (cohort: Stable)

Other browsers tested:
    Firefox: OK, 61.0.1 (64-bit)
    Chrome 66.0.3359.181 (64-bit): OK

What steps will reproduce the problem?
(1)Go to https://jsfiddle.net/wpa8bcmo/11/
(2)Click +(Plus) sign.


What is the expected result?
The svg shape should scale, but the stroke should not scale since we have given vector-effect="non-scaling-stroke".

What happens instead?
You will observe the stroke scale-up along with the svg shape.

I can confirm the bug is present in 67.0.3396.99 on Mac (with and without Site Isolation, so I'm removing that label), and it seems to be fixed in 69.0.3493.0 (with and without Site Isolation).

Sounds plausible that it's a dupe of  issue 849080  as noted in comment 1, which was fixed in 69.0.3452.0 and merged to M68.  Thanks for the report and the duplicate suggestion!
