QS: Took a screenshot when QS is open, notification became a gray translucent background with no content

Chrome Version:  69.3486.0

What steps will reproduce the problem?
(1) Open QS
(2) Take a screenshot


Note - not consistently reproducible sadly, I will also submit feedback report so we have logs.

Let me clarify the issue. Is this like:
1. Initially the background was blurry.
2. Take a screenshot
3. The background became translucent

If so, probably it's related to recent jank fix.

Couldn't reproduce on 72.0.3583.0, probably fixed at some point.
