QS: No volume controls available when more than one output available

Chrome Version:  69.3486.0

What steps will reproduce the problem?
(1) Add more than one output for audio (e.g. Bluetooth headphones)
(2) try to change to the Bluetooth headphones in QS

Expected:
I have an option on the right of the volume control

Actual: 
No option on the right

Note - this is a regression.

That's weird. We have audio settings button on the right when we have multiple outputs.

From the screenshot it seems Bluetooth is not enabled?
