On S9+ when the address bar is not shown the bottom of any page is generally uninteractable

Issue description

Example URL:
www.google.com/search?q=w+sf

Steps to reproduce the problem:
1. Scroll down so the address bar hides.
2. Stop scrolling so that there is an interactable element at the bottom of the page, such as a link. The problem area is the size of the Chrome address bar.
3. Try to tap on the interactable element.

What is the expected behavior?
Link opens, etc.

What went wrong?
Nothing happens.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 67.0.3396.87  Channel: stable
OS Version: 
Flash Version: 

This worked fine on my Note 8, so note sure if it's related to the screen aspect ratio. Also works fine on Pixel 2 XL. May affect S9 but I only have a S9+ to test.

Looks like this is not a Blink rendering, but Android-specific UI issue.
