Mouseover is not triggered on embedded pdf if the pdf is loaded

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Steps to reproduce the problem:
1. Run the test case provided below

What is the expected behavior?
When mouse cursor goes over the pdf, the `mouseover` event should be triggered.

What went wrong?
The event is triggered only if the pdf is not loaded yet.
I think it is introduced after fixing https://bugs.chromium.org/p/chromium/issues/detail?id=777120
It worked properly in Chrome 62.0.3202.62 and it works properly in all Firefox versions.
All extensions/plugins are disabled.

Did this work before? Yes 62.0.3202.62
