switching between accounts does not restore all windows

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36 Steps to reproduce the problem: 1) from manage people menu, create two profiles A,B 2) in A's profile, change 'On startup' to ' Continue where you left off' in the settings. 3) open multiple windows for A and a single window for B 4) in A's session, click on profile name in the top right corner and select 'close all your windows' 5) from B's windows, click on 'manage people' and select A 6) only one window is restored for A What is the expected behavior? All windows for account 'A' are restored What went wrong? only one window is restored for A Did this work before? No Chrome version: 67.0.3396.99 Channel: stable OS Version: OS X 10.13.5 Flash Version:

Unable to reproduce the issue on chrome reported version# 67.0.3396.99 using Mac 10.13.5 with steps mentioned below: 1) Launched chrome reported version and created two profiles(A & B) from 'Manage profile' 2) In profile 'A', changed 'On startup' to 'Continue where you left off' in the Chrome://settings and opened multiple tabs and in profile 'B', Opened only one tab 3) From profile 'A', clicked on manage people and selected 'close all your windows' 4) From profile 'B', clicked on 'manage people' and select A, able to see all the tabs got restored. @Reporter: Please find the attached screencast for your reference and let us know if we missed anything in reproducing the issue, provide your feedback on it which help in further triaging it. Thanks, viswa.karala for the video. There's one missing step (0:35 in the video): before clicking on "close all your windows" - open another window in Profile A so Profile A will have 2 chrome windows (not tabs) running before closing. When restoring profile A (0:47 in the video) - you will notice that only one window is restored

Able to reproduce the issue on chrome reported version# 67.0.3396.99 and on latest chrome# 70.0.3499.0 using Windows-10, Mac 10.12.6 and Ubuntu 17.10 with reference to comment# 0 & 4. This issue is seen from M-60(60.0.3112.0), hence considering this issue as Non-Regression and marking it as Untriaged. Thanks!
