Tooltips doesn't show up when hovering because of scrolling

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. go to http://output.jsbin.com/zoboxoq
2. Place the mouse cursor over the first image at the top: the link title shows up as expected
3. scroll down until the mouse cursor is over another image (all of them are links and have titles)

What is the expected behavior?
After you stop scrolling, the title of the link over which the mouse cursor is, should show up

What went wrong?
no title shows up.

If you move the cursor out of the link and over it again without scrolling, then the title does show up as expected.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 67.0.3396.99  Channel: stable

Actually, it's enough to just move the mouse cursor a little bit without going out of the link.

Anyway, merely scrolling should be enough. Whether the cursor moves over the content or the content moves under the cursor, the effect should be the same.

I mistakenly selected this before checking. Firefox does have the same bug.

This is working as intended on Mac. Maybe linux specific?

Marking as a regression because this might be RLS related.

Able to reproduce the issue on 60.0.3112.32(M-60),reported version 67.0.3396.99 and latest chrome canary 69.0.3494.0 on Ubuntu 17.10 and Windows 10. This is a non-regression issue as it is observed from M60 old builds.

Note : The issue is not getting repro on Mac 10.13.5.

Hence, marking it as untriaged to get more inputs from dev team and removing Needs-TestConfirmation label.
