Mouse position isn't evaluated correctly when DevTools are popped out/undocked

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3491.0 Safari/537.36

Steps to reproduce the problem:
1. Open DevTools
2. Undock DevTools (another window)
3. Mouse over and try to click any of the tabs are the top

What is the expected behavior?
The clicked tab is changed to

What went wrong?
The DevTools seem to think that the mouse is a bit lower than it actually is.

See attached mp4 for a demonstration.

Did this work before? Yes 

Chrome version: 69.0.3491.0  Channel: canary
OS Version: OS X 10.13.5
Flash Version: 

This does not happen when the DevTools window is docked (to either side), or in any other place in Chrome.

Unable to reproduce the issue on reported chrome version 69.0.3491.0 using Mac 10.13.1 with the exact steps mentioned in comment#0.

@Reporter: From  Issue 860344  we assume this is similar to that mentioned issue, Could you please let us know if this issue is the same, your confirmation helps us to triage it in a better way. Any further inputs from your end may be helpful.
@vamshi.kommuri@chromium.org - I just tested this again after updating the canary version, now at version 69.0.3494.0, and it still happens for me (macOS 10.13.5).

Do note that you can click the tabs, it's just that the DevTools thinks that the mouse is a few pixels above where it really is, best demonstrated in the attached video at comment#0.

 Issue 860344  sounds exactly like what I'm experiencing, and indeed disabling all DevTools-related extensions solved it (note that any one of them triggers the issue - HTTPS Everywhere, React DevTools, Augrey etc.)

However, disabling them all this is not a real solution, since these extensions are needed for my daily workflow, and this is not just a single extension that's the issue - but rather a more widespread issue with any extension that modifies the DevTools.
