"chrome_url_overrides" not working in Incognito mode

Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36
Steps to reproduce the problem:
Use "chrome_url_overrides": {"newtab": "new.html"}
Allow the extension in Incognito
What is the expected behavior?
It should change the new Incognito tab page to new.html
What went wrong?
The code works well in normal mode, but not in Incognito. The new tab in Incognito is still the default new tab. Please check out my manifest.json

I confirm it on Linux, but there is a good chance that it's the intended behavior. Devlin, What do you think?

As stated in [1], newtab page cannot be overridden in incognito mode. So this is the intended behavior. [1] https://developer.chrome.com/extensions/override |
