Steps to reproduce the problem:
1.reset software to normal settings 
2.no trusted devices or administrator unroot my phone
3.turn parental control off 

What is the expected behavior?
Clean up phone need to report this to Google an put my phone back on normal software without parental controls an no  administrator

Someone has took over my phone
