Button Focus Hover Error

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. open https://codepen.io/sergejr/pen/EpjNzg
2. Press the Button
3. Leave the button with the cursor
4. Look what the current active state in the dev tools is
5. Look whats the current background in the css

What is the expected behavior?
1. After leaving the Button it should remove every state.
2. It should not show Focus
3. The Dev Tools should not show that hover is the current state.
4. Should work like in Firefox

What went wrong?
1. The Button is not removing it's focus state.
2. The Dev Tools are showing hover as an active state.

Does this work in other browsers? Yes

Tried testing the issue on reported chrome version #67.0.3396.99 on Mac 10.12.6 by following below steps.
Steps:
--------
1.Launched chrome.
2.Opened the link https://codepen.io/sergejr/pen/EpjNzg
3.Open the dev tools-->Console
4.Click on the button and could not observe any changes in Console.

@reporter : Could you please review the attached screen-cast and confirm if anything being missed from our end. If possible could please provide a screencast.

@swarnasree.mukkala@chromium.org The screen-cast shows it like described. The button should not stay focused when leaving it. Should get back to the default color (in this case it's blue).

Chrome focus to the element when mousedown, and do not remove focus until next mouse down. 
Firefox and Safari doesn't trigger "focus" selector but only "active".
