CPU is constantly 25% on the last Canaries

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3486.0 Safari/537.36

Steps to reproduce the problem:
Install a canary from 69.0.3488.0 to 69.0.3491.0
Open any page, even about:blank
See main chrome process in a process explorer

What is the expected behavior?
CPU is low

What went wrong?
CPU is constantly 25% — 30%

Did this work before? Yes approximately before 69.0.3488

Chrome version: 69.0.3491.0  Channel: canary
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

Last Dev build 69.0.3486.0 is still OK.

Task Menager with all extensions toggled out:

BTW, on attempt to resize the Task Menager the computer hangs.

69.0.3494.0 Canary seems fixed.
