crostini doesn't respect DNS received from DHCP

Issue description

Chrome version: 69.0.3486.0 (Official Build) dev (64-bit)
OS: Chrome

Repro steps:
1. I have a split DNS setup in my home network
2. When I use chrome secure shell app, it uses the internal DNS server which it has received via DHCP
3. Using Crostini and ssh I cannot resolve the DNS entries as it is using some external DNS server. 
4. I cannot tell which external server as it reports that it's getting it from SERVER: 100.115.92.193#53(100.115.92.193) which is the container router. 

Expected: DNS resolution to the DNS server specified via DHCP to the base ChromeOS
Actual: DNS resolution to some unknown DNS server.
