User education tip pointing to the wrong area

Chrome Version: 69.0.3488.0 (Official Build) canary (64-bit)
OS: MacOS 10.13.3

What steps will reproduce the problem?
(1) In Chrome Canary, navigate to a website that asks for notification permissions
(2) Reject notification permissions when it asks for it
(3) User education bubble pops up saying I can change this by tapping on the lock icon. This bubble, however, doesn't point to the lock icon but further left of it. See screenshot attached.

That bubble is not from Chrome - it is from Facebook. They have cleverly positioned it so that it looks like it is from Chrome, but you can see that it doesn't overlap the toolbar at all, which our bubbles do.

This is WontFix from our end but +cc estark@ and palmer@ for someone convincingly imitating our UI...
