Tab separators inconsistent and blurry

Chrome Version: 69.0.3486.0 (Official Build) dev (64-bit) (cohort: Dev)
OS: Win10

What steps will reproduce the problem?
Open some tabs.

What is the expected result?
Tab separators are sharp and, adjacent tab separators look the same.

What happens instead?
Tab separators are blurry and there is substantial variance between adjacent separators.  The variance is also noticeably greater with pixel canvas enabled.  See attached snips.

Another consequence of this is that the tab separators on either side of the active tab can peek out from behind the active tab - and this is often a lot more noticeable when pixel canvas is enabled.  See attached.

This is probably happeing on chromeos as well. Old tag had special code to deal
with, so I assume we need something similar in new tab code.

Malay, can you test on chromeos?

pkasting@ submitted https://chromium.googlesource.com/chromium/src/+/c7861c9dadfd8d645e20742e1b0122fec18486af which greatly improves how this looks, both with and without pixel canvas.  There is still some amount of separators peeking out from behind active tabs, but it's much less noticeable (see attached).
