Opening weblink from Gmail in new tab shows weird Gmail interstitial

Issue description

Chrome Version: 69.0.3488.0 (Official Build) canary (64-bit)
OS: MacOS 10.13.3

What steps will reproduce the problem?
(1) In Chrome Canary, navigate to Gmail and open an email with a weblink in it
(2) Tap on weblink in the email, which opens in a new tab
(3) While the new page is loading in the new tab, this weird interstitial appears showing the Gmail sign-in screen. See screenshot

What is the expected result?
Don't expect to see that interstitial

What happens instead?
Interstitial shows


This doesn't happen in my stable build of Chrome on Mac.
