Unable to reproduce the issue on reported chrome version 67.0.3396.99 using Mac 10.13.1 with the below mentioned steps.
1. Launched Chrome
2. Navigated to https://chrome.google.com/webstore/detail/arc-welder/emfinbmielocnlhgmfkkmkngdoccbadn?utm_source=www.crx4chrome.com
3. Clicked on "Add to Chrome"
We observed the app successfully downloaded/added to chrome. Attaching the screenshot of the same.

@Reporter: Could you please check the same in a new profile without any apps & extensions and let us know if the issue still persists. It would be highly helpful if provided the details of the OS in which the issue is seen.

Unable to reproduce the issue on chrome reported version# 67.0.3396.99 and on latest stable# 68.0.3440.106 using Windows-7 64-bit with steps mentioned below:
1) Launched Chrome and Navigated to https://chrome.google.com/webstore/detail/arc-welder/emfinbmielocnlhgmfkkmkngdoccbadn?utm_source=www.crx4chrome.com
2) Clicked on "Add to Chrome", able to see app successfully installed on Chrome://Apps

@Reporter: Please find the attached screencast for your reference and let us know if the issue is specific to Win-7 32-bit. Try to test this issue on latest chrome stable# 68.0.3440.106 and let us know if the issue still persists. You can download latest chrome stable from URL: https://www.chromium.org/getting-involved/dev-channel.
