Yes we will need it for RMA unlock updates. I'm only filing bugs on ones that need fixing.

Don't overwrite BOTO_CONFIG in factory-reef-8811.B's chrome ebuild.

This should prevent the ebuild from overwriting the BOTO_CONFIG we set in:

The changes have been patched in but I've yet to have a successful execution that does not timeout.  The immediate error, building chromeos-chrome, does not seem to be occurring but the build does not complete.  

I'm going to bump the timeouts on the factory builders to allow for this to run longer in order to vet the change.
