Gray omnibox looks bad with custom themes

Issue description

Chrome Version: 69.0.3489.0 (Official Build) canary (64-bit)
OS: macOS 10.13.6

What steps will reproduce the problem?
(1) Install the Puk-Puk theme: https://chrome.google.com/webstore/detail/puk-puk/cngkcldnnppckgbmndaccoffaikjbemc
(2) Defocus the omnibox.

What is the expected result?
The UI should look good, as it does with the default theme.

What happens instead?
The gray omnibox looks kind of bad, as it doesn't match the theme (see screenshot).

This a detail we should be handling with our theme support, but not sure where what work is. Ideally we would paint the background of the omnibox with a color + opacity rather than the solid light grey it shows here.

Im not sure if this is already planned....If not, I can provide the proper color value.
