Circle that appears when clicking on Shelf tool area (bottom right) is very very janky

Issue description

Chrome Version: 69.0.3488.0
Chrome OS Version: R69-10873.0.0
Chrome OS Platform: grunt

Steps To Reproduce:
(1) Click on right side of shelf (eg on clock)

Expected Result:

Circle smoothly expands and menu opens.

Actual Result:

Circle starts expanding, then stops, then ~0.2 seconds later the menu opens.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

Usually.

What is the impact to the user, and is there a workaround? If so, what is it?
