Issue description
Chrome Version : 67.0.3396.99 (Official Build) (64-bit)
OS Version: 10.0
URLs (if applicable) : most urls
Other browsers tested:
Add OK or FAIL after other browsers where you have tested this issue:
Safari:
Firefox: OK
IE/Edge: OK
What steps will reproduce the problem?
1. Open any page
2. Wait for connection
3. Connection times out
What is the expected result?
Page opens in browser
What happens instead of that?
Please provide any additional information below. Attach a screenshot if
possible.

This sounds very similar to Issue 838707 . From that bug, it sounded like clearing some registry keys got things working again.
