[test cleanup] Two daisy boards fail touch_ScrollDirection consistently with 'Page scroll was in wrong direction!'

Suspected reason - a cable or servo is pushing on the touchpad and generating noise into touch input.

Confirmed with chromeos2-row4-rack7-host7 this is the case: https://paste.googleplex.com/6388275270909952

chromeos2-row4-rack7-host12 does not observe same but could be something elase related to this DUT.

Last run for this test on daisy was R71-11090.0.0 and no more.

I can see the only general lab that carries daisy is chromeos2(Atlantis).

Only 2 out of 25 boards have the 'touchpad' label. This should be passed to lab team to investigate.

Will wait till test results starts showing.

Both boards are seein passing the test, and last test execution for daisy was on 2018-09-23 for R71-11090.0.0 build(no idea why).
