Histograms code can spin browser process' cpu at 100% sometimes

Mac 69.0.3472.3 (Official Build) dev (64-bit)

I caught my browser process' CPU at 100% for a few seconds and took a sample. It was spending time in histogram merging code.

There might be opportunities to optimize it.

Really, it needs to be moved into a background thread.  How many tabs did you have open at the time?
