"ExtensionWebstorePrivateApiTestChild.InstallBlocked" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. Scott, James, I'm speculating that this is related to ash, but I can't hone in on any specific culprit. Do you mind taking a look?
