VR: Investigate not shipping VR to 64-bit libs used by WebView |

Issue descriptionWebView doesn't support VR, and while I'm not certain about this, we're probably shipping a bunch of unnecessary VR bits to Monochrome by including the VR code in the 64-bit libs. Chrome proper doesn't currently run in 64-bit, so there should be no need to support 64-bit VR.

WebView should support WebXR VR presentation but doesn't due to the current code architecture. We don't need the browsing code, though. I'm not sure we have a good way to split this on Android, though.

It's not really an architecture problem. There are much more difficult to solve problems than our architecture.

Regardless, that's an entirely separate discussion. We can re-enable the VR library on x64 if/when we do support WebView.
